"This is an extraordinary volume in the sense that contending theories are actually displayed and compared. The book will be provocative and controversial, but it will also serve as a model for applied modeling."—Kenneth A. Shepsle, Harvard University

"A landmark study. . . . This book deserves close attention from anyone interested in the workings of the European Union in general and the Council of Ministers in particular. Given its rigorous methodology and approach to institutional decision making, it will also be of interest to other audiences. . . . An important contribution to the systematic study of the European Union."—Bertjan Verbeek, Mershon International Studies Review

"[The] authors break new ground in a coherently designed volume by applying rational choice models to the study of the European Union, specifically decision making in the Council of Ministers. . . . [They] succeed at making the politics surrounding the issues come alive. . . . An enormously interesting and innovative book."—Christopher J. Anderson, Journal of Politics
